The project is structured into a number of 'areas' of work or 'work packages' (WP). These work packages are listed below with brief descriptions of their objectives.

Furthermore, this page contains an archive of all documents relevant to the TEL Project. Mostly they are original Word Word file documents, to be downloaded to your own PC for viewing (open in a new window)

WP 1: Publisher relations

The objective is to improve current national-based practices and to develop an agreed set of common approaches at European level, through the development of good practice guidelines and streamlined negotiating procedures.
In co-operation with key publishers and publisher organisations co-operative approaches to business, licensing and copyright matters will be established. Lead partner: Koninklijke Bibliotheek (KB).

WP 2: Business plans and models

Its aim is to develop business plans and models to provide a realistic and sustainable service for implementation of digital library services and to maximise the benefits of co-operation. Work will include market research and user surveys. This WP will also clarify the partners' goals in exploitation of the service, which in turn affects the harmonisation of authentication and payment solutions. Lead partner: British Library (BL).

WP 3: Metadata development

The objective is to develop, in co-operation with relevant projects and agencies, a concerted best practice approach to metadata standards and schemas that will support wide scale access to digital material, off-line digital materials and non-digital materials through national libraries. Additional a major aim will be the progress from proprietary publisher formats to agreed metadata standards. The project will also carry out concertation work on multi-lingual access and will investigate a model for a multilingual service. Lead partner: Koninklijke Bibliotheek (KB).

WP 4: Interoperability testbeds

Two testbeds will be developed focused on Z39.50 and XML. They will create an environment to jointly experiment and, as a result, provide optimal solutions for the development of services. The technical outcomes of the testing will also support the concertation aspects of the project in encouraging the wide adoption in Europe of interoperability standards. The main aspects that will be taken into account are: access, content, interoperability and performance. Lead partner: Die Deutsche Bibliothek (DDB).

WP 5: Dissemination and use

This work package has several dissemination objectives: to disseminate the objectives and the results of the project, to exploit the results, both among the partners and beyond and to derive optimum benefit from other work through concertation. Lead partner: Die Deutsche Bibliothek (DDB).

WP 6: Management

The objective of this work package is to ensure that the project meets its objectives within budget and scheduled time limits. To this end it will monitor progress made, track deliverables and report back to the consortium and the EC. Lead partner: British Library (BL) (coordination).
